Meet Sarah
As a former TIF practitioner in the quasi-public economic development space, who also holds a decade of experience as a real estate investor, developer, and broker, Sarah Humbargar launched Living City Ventures and has successfully supported clients in accessing state and local level grants and tax increment financing, while also helping clients navigate complex entitlement processes and understand the value of their asset while setting forward a path to higher and better uses.
Sarah holds a BSBA in Real Estate and Construction Management from the University of Denver, which laid the foundation for her notable and diverse career in commercial real estate and economic development. Sarah’s background has ranged from retail and multifamily development, to master planning and public process management.

Her most notable professional accomplishments include:
- Recognition by ColoradoBiz as a top 25 young professional in business
- Developing a targeted Tax increment Financing program through her work at the Downtown Partnership of Colorado Springs, aimed at increasing the density of urban housing units. Her efforts supported downtown in increasing its urban housing supply from 60 units delivered in 2016 to more than 1,600 units being delivered in 2024.
- Managing the delivery of a 277-unit apartment project valued at over $90 million through her work with Greystar.
- Leading plan development and public adoption of the Experience Downtown master Plan in 2016.
- Securing grant dollars to fund nearly 50 new EV charging stations in Colorado between 2023 and 2024.
- Supporting in the delivery of nearly 30 CarMax car dealerships.
